A One Piece Character card normally prints a power number in the middle-right of the card — the figure that decides who wins a battle. Some do not. Instead of a number they carry a dash, and a deck built around them has to win some other way. This page is the full list of those cards, read from the official database, with the shape of the list measured: how many there are, what they cost, what they counter for, and which characters keep turning up.
Quick answer
152 of the 2,185 Character cards in the game print no power value — 7.0%. They are not scattered evenly. 120 of the 152 cost 1 or 2 DON!!, which is 79%. 105 of them carry the Wisdom attribute. Exactly one costs 8, and it is the only card on the list above 5. And three of them print neither a power nor a counter, so their entire value sits in the card text.
The list is also more familiar than it sounds. Shirahoshi appears on it nine times, Otama seven, Kouzuki Hiyori six, Makino five — and Monkey.D.Luffy appears three times, all at cost 1.
Every figure on this page is read from the official card database listed under Sources, at the date shown there. No price is printed anywhere on the page, and nothing here is estimated.
What this page counts
Bandai’s English database lists 2,185 distinct Character card numbers. Of those, 2,033 print a power value and 152 print a dash. That denominator matters: 152 out of 2,185 is 7.0%, and 152 out of 2,033 is 7.5%. Both are true statements about different things, and a page that quietly swaps one for the other will be wrong by half a percentage point in the direction it did not intend.
Alternate art and parallel printings share a card number with the card they reprint, so each Character is counted once. Power, cost, counter, rarity, colour and attribute are the printed values recorded by the database, not inferred from card text.
Two earlier pages on this site published measurements over the same pool: Card power and counter takes the 2,033 that print a power, and what rarity buys measures those same cards by tier. Both use 152 as a footnote — the number excluded from their averages. This page is the other side of that footnote.
The list is a low-cost list
Cost is where the shape shows first. 71 of the 152 cost a single DON!!, 49 cost 2, and the two together are 79% of the list. Above cost 3 the list nearly stops: 8 cards at cost 4, 5 at cost 5, and one at cost 8.
| Cost | Cards with no power | Share of the list | Print a 2,000 counter | Print a 1,000 counter | Print no counter |
|---|---|---|---|---|---|
| 1 | 71 | 46.7% | 38 | 32 | 1 |
| 2 | 49 | 32.2% | 16 | 32 | 1 |
| 3 | 18 | 11.8% | 2 | 15 | 1 |
| 4 | 8 | 5.3% | 0 | 8 | 0 |
| 5 | 5 | 3.3% | 1 | 4 | 0 |
| 8 | 1 | 0.7% | 0 | 1 | 0 |
| Total | 152 | 100% | 57 | 92 | 3 |
The counter column is the part worth reading twice. A card with no power is not a card with no stats: 57 of them counter for 2,000 and 92 for 1,000. At cost 1 and 2 the 2,000 counter is common — 38 of the 71 one-cost cards print one. So a great many of these cards are cheap bodies you hold in hand to keep something else alive, not cards you play and attack with.
The opposite case is small but real. Three cards print no power and no counter: EB03-016 Kouzuki Hiyori at cost 1, OP07-049 Buckin at cost 2 and EB04-014 Kozuki Sukiyaki at cost 3. Whatever those three do, they do entirely through their text.
Wisdom is a tendency, not a rule
The first guess most people make is that “no power” is a Wisdom-attribute thing. It is close to true and worth correcting, because acting on the guess will cost you.
105 of the 152 cards carry Wisdom, which is 69% of the list. That looks like a rule until you divide by the attribute’s own pool: there are 292 Wisdom Character cards in the game, and 187 of them print a power value. So only 36% of Wisdom cards lack one. OP06-107 Kouzuki Momonosuke is a Wisdom card at cost 5 with 6,000 power; EB03-006 Nami is a Wisdom card at cost 5 with 7,000.
| Attribute | All Character cards | With no power | Share of that attribute |
|---|---|---|---|
| Wisdom | 292 | 105 | 36.0% |
| Special | 547 | 20 | 3.7% |
| Ranged | 128 | 7 | 5.5% |
| Strike | 615 | 10 | 1.6% |
| Slash | 586 | 10 | 1.7% |
Those five rows add to 2,168 cards. The remaining 17 Characters in the database carry two attributes at once — Slash/Special, Strike/Wisdom and so on — and not one of them is on this list. The dual-attribute cards are all fighters.
So the honest version of the rule is: a card with no power is more likely than not to be Wisdom, and a Wisdom card is more likely than not to have a power. Neither direction is a lookup you can rely on.
Colour splits three ways and then stops
Green, Black and Yellow each contribute exactly 32 cards to the list. Not 32 as a share — 32 actual cards, against pools of 360, 354 and 353 respectively, which puts each of them at 9% of its own colour. Red contributes 19, Blue 22, Purple 15.
| Colour | All Character cards | With no power | Share of that colour |
|---|---|---|---|
| Green | 360 | 32 | 8.9% |
| Black | 354 | 32 | 9.0% |
| Yellow | 353 | 32 | 9.1% |
| Blue | 371 | 22 | 5.9% |
| Red | 376 | 19 | 5.1% |
| Purple | 371 | 15 | 4.0% |
The three-way tie is the kind of number that looks designed and probably is not, but it does say something usable: there is no colour where a power-less card is normal. Even the highest, Yellow, is 9.1% of its own pool. Across all six colours this is a minority printing, not a colour identity.
Rarity runs the other way
The higher the rarity, the less likely a card is to be on this list — and at the top it stops entirely.
| Rarity | All Character cards | With no power | Share of that rarity |
|---|---|---|---|
| Common | 943 | 74 | 7.8% |
| Uncommon | 403 | 34 | 8.4% |
| Rare | 419 | 28 | 6.7% |
| Super Rare | 284 | 13 | 4.6% |
| Promo | 96 | 3 | 3.1% |
| Secret Rare | 40 | 0 | 0.0% |
All 40 Secret Rare Characters print a power value. That is not a rounding effect — it is the whole tier. If you are looking at a Secret Rare, you already know it has a number on it. The 4.6% at Super Rare is the last tier where the question is open at all, and even there it is 13 cards out of 284.
One card at cost 8
The list thins out so sharply above cost 3 that everything above it fits in one paragraph. OP04-047 Ice Oni is a Blue Special Character at cost 8 with no power value and a 1,000 counter — the only card on the list above cost 5.
Cost 4 (eight cards): OP05-091 Rebecca, EB01-013 Kouzuki Hiyori, OP15-080 Oars, OP14-047 Shirahoshi, OP13-104 Kouzuki Hiyori, OP06-015 Lily Carnation, ST08-006 Shirahoshi and P-091 Shirahoshi.
Cost 5 (five cards): OP03-116 Shirahoshi, EB02-056 Vegapunk, OP17-105 Charlotte Chiffon, OP16-084 Kouzuki Momonosuke and OP05-092 Saint Rosward.
Cost 8 (one card): OP04-047 Ice Oni.
That is fourteen cards in total, and it is the whole upper half of the list — 138 of the 152 cost 3 or less.
Who keeps turning up
The names on the list are overwhelmingly characters who do not fight in the story — a princess, a child, a tavern keeper, a village girl. What the database prints is a dash and nothing else, so this page does not claim that the story role is the reason. It is the pattern the list shows.
| Character | Cards with no power | Costs |
|---|---|---|
| Shirahoshi | 9 | cost 1 to 5 |
| Otama | 7 | cost 1 to 2 |
| Kouzuki Hiyori | 6 | cost 1 to 4 |
| Makino | 5 | cost 1 to 2 |
| Kouzuki Momonosuke | 4 | cost 1 to 5 |
| Rebecca | 3 | cost 1 to 4 |
| Conis | 3 | cost 1 to 2 |
| Monkey.D.Luffy | 3 | cost 1 |
The Luffy row is the one that surprises people. The character with the largest card pool in the game has three cards with no power value at all: OP14-013, OP16-034 and ST29-012, all at cost 1. For the other side of that pool, every Monkey.D.Luffy card lists them by cost.
Shirahoshi’s nine is the largest single-character group on the list, and it is not a partial group: she has nine Character cards in the database and not one of them prints a power value. Every Shirahoshi card you open will carry a dash.
Kouzuki Momonosuke is the opposite case, and it is the reason this page does not describe characters. He has nine Character cards too — four with no power, and five that print one, running from a 1,000-power card at cost 1 to a 7,000-power card at cost 6. The list describes a printing, not a character.

What to do with this
- Do not treat “no power” as a weakness. 57 of the 152 counter for 2,000. A card that counters for 2,000 from hand is doing its job on your opponent’s turn, which is where half of a game is played.
- Read the text, because there is nothing else. For three cards on this list —
EB03-016,OP07-049,EB04-014— the printed value is the text and only the text. - Check cost before you check the attribute. 79% of the list costs 1 or 2, and the Wisdom attribute covers only 36% of its own pool. Cost predicts membership better than attribute does.
- Assume a Secret Rare has a power. All 40 of them do. The question is only open from Super Rare downward, and even there it is 13 cards in 284.
- Do not read the list as a character list. Shirahoshi has nine Character cards and not one of them prints a power. Kouzuki Momonosuke has nine too, and only four are on this list — his other five print between 1,000 and 7,000.

Frequently asked questions
How many One Piece Character cards have no power value?
152 of the 2,185 Character cards in the English card database print a dash instead of a power number, which is 7.0%. Measured against the 2,033 cards that do print a power, the same 152 is 7.5% — the two figures answer slightly different questions and this page uses 7.0% of the whole Character pool.
Do cards with no power value still print a counter?
Most of them do. 149 of the 152 print a counter, split between 57 cards at 2,000 and 92 at 1,000. Only three print neither a power nor a counter: EB03-016 Kouzuki Hiyori at cost 1, OP07-049 Buckin at cost 2 and EB04-014 Kozuki Sukiyaki at cost 3.
Are cards with no power always cheap?
Almost always. 120 of the 152 cost 1 or 2 DON!!, which is 79% of the list. Above cost 3 it thins sharply: 8 cards at cost 4, 5 at cost 5, and exactly one at cost 8 — OP04-047 Ice Oni, the only card on the list above cost 5.
Are all Wisdom cards missing a power value?
No, and this is the most common mistake about the list. 105 of the 152 cards carry the Wisdom attribute, but there are 292 Wisdom Character cards in total and 187 of them print a power, so only 36% of Wisdom cards lack one. Kouzuki Momonosuke at OP06-107 is a Wisdom card with 6,000 power.
Which character has the most cards with no power?
Shirahoshi, with nine. Otama follows with seven, Kouzuki Hiyori with six and Makino with five. Monkey.D.Luffy appears three times, all at cost 1 — OP14-013, OP16-034 and ST29-012 — despite having the largest card pool in the game.
Sources
Sources and method
- Character card data read from the official ONE PIECE CARD GAME English card database, en.onepiece-cardgame.com/cardlist, retrieved 2026-10-20 across all 60 series. 2,185 distinct Character card numbers were found, of which 2,033 print a power value and 152 print a dash.
- “No power” means the database records a dash in the power field, which is what the card itself prints. No card on this list was excluded or added by inference from its text.
- Alternate art and parallel printings share a card number with the card they reprint and are counted once, so each Character appears once in the 152.
- Attribute figures in the table cover the 2,168 cards that carry a single attribute. The remaining 17 carry two attributes and none of them is on this list, so they are excluded from that table rather than counted twice.
- Cost, counter, rarity and colour are the printed values carried by the database. Where a card prints no counter, the counter column in the full list reads “none”.
